How Smart CEOs Use Technology Assessments to Diagnose Their Issues

Imagine you’re the CEO of a mid-sized SaaS company with around $100 million in annual recurring revenue. You’re beset by symptoms of technological dysfunction, and you have no idea how to solve them. Your software is crashing so frequently that your largest customer – a major financial services company – has just sent you a cancellation notice. “Your product is unusable.” This is your anchor client.

You know something is catastrophically wrong, but you don’t know what. This gap – the gap between visible symptoms and hidden root causes – is the most expensive blind spot in enterprise technology.

Why smart CEOs consistently misdiagnose technology problems

Over the years, we’ve worked with dozens of companies in the $100 million to $500 million range, and we see the same pattern repeat itself. CEOs and their leadership teams label their technology problems using industry buzzwords: “we need digital transformation,” “we have a scaling problem,” “we need to be agile”. These buzzwords express the need for change, but most of the time there’s no understanding what’s actually happening underneath.

Here are three examples that illustrate how this plays out:

The media licensing company: “We have a scaling problem”

A digital media licensing company came to us because their systems weren’t keeping up with the growth in online streaming. They framed it as an infrastructure and scaling issue; typical technology capacity problems.

Our assessment revealed something quite different. The real problems were data accuracy issues, an inability to reconcile complex licensing agreements correctly, and no way to make retroactive payment adjustments when contract terms changed. The business impact? They risked losing major licensing partnerships and intense regulatory scrutiny.

“Scaling” was a third-order symptom of fundamental data architecture problems. The system could have scaled just fine if it could actually guarantee the accuracy their business model demanded.

The financial services company: “We need developer enablement”

When the CTO of a financial services company first engaged us, he framed the issue as “developer enablement.” His developers were hampered by fragile VDI (remote desktop) technology that would time out and cause them to lose their work. Simple 5-minute changes were taking days to implement and weeks to deploy.

What our assessment uncovered was much more fundamental: the underlying development and release infrastructure had critical gaps. There was no direct access to source code, no CI/CD pipeline. No automated testing. No proper staging environments. The “developer enablement” problem was really a symptom of broken technical infrastructure that made it impossible to deploy even a single line of code change for weeks.

In a sector undergoing rapid digital transformation, they couldn’t respond to competitive moves, couldn’t experiment with customer journeys, couldn’t maintain system reliability. They were paralyzed by infrastructure that had never been modernized to support their business velocity needs.

The public tech company: “We have a delivery problem”

A large, publicly traded technology company brought us in because one of their product teams hadn’t released a single new feature in over a year. Not one, not even a bug fix. The obvious diagnosis: bad dev team.

But the real problem was that previous leadership had hired a consultant to “make them agile,” but failed to put any sustained energy into the change. They’d removed old waterfall processes but never successfully established new ones. The consultant left a void. This caused the entire system to break down and led to complete paralysis.

This wasn’t a delivery problem, it was the aftermath of a botched change management process.

Why executives get this wrong

By the time symptoms reach the CEO’s desk, you’re seeing third or fourth-order effects:

Lost customers (symptom)

CEOs adopt industry labels that obscure rather than clarify. “Digital transformation” means something different to every person who hears it. “We need to be agile” becomes an organizational Rorschach test where everyone projects their own interpretation.

The labels become a convenient shorthand that prevents you from asking the hard questions about what’s actually broken.

How to diagnose what’s actually broken

Your internal team can execute a structured technology assessment. The challenge isn’t always a technical capability, it could be organizational dynamics. But if you understand what you’re getting into, you can run an effective diagnostic process.

The three-dimensional framework

Every assessment examines three interconnected dimensions, with technology architecture at the core:

  • Tools: Architecture, applications, infrastructure – the entire technology stack and how it delivers business capability
  • Processes: How work gets managed from concept to production
  • Organization: Team structure, key people, decision-making bottlenecks

When these three dimensions are not aligned with what your business needs to accomplish, you’ve got problems.

Assemble your assessment team

To carry out the assessment, you need 2-3 people with broad experience across business and technology. They must have organizational trust and be perceived as fair-minded. Most importantly, they must have explicit authority to mandate participation. Busy executives won’t make time for “optional” activities.

Crucially, these people need to adopt an external consultant mindset. They need to be able to ask “what would I recommend if this weren’t my company?” That’s a lot harder than it sounds.

Step 1: Discovery – hear the same problem from different perspectives

This takes 2-3 days of intensive interviews. Don’t drag it out.

Six core interview sessions

  1. Management & business context (2 hours with CEO, CFO, COO, business unit heads)

Get clear on what success looks like. What are the key metrics? What constraints are preventing growth? If you could fix one thing with a magic wand, what would it be? What’s keeping you up at 2am?

  1. Product management (2-3 hours with CPO, product managers, product owners)

How are features actually prioritized? Walk through the process from concept to delivery. What’s the balance between technical, product management, executive, and customer inputs? Where do product plans break down in execution? What do you ask for versus what do you get?

Your assessment team should have them demonstrate the product. They need to see it in action.

  1. Technical architecture (3-4 hours with CTO, technical leads, software development managers)

Lay out the major subsystems and interfaces. What use cases drive architectural decisions? Walk through the technology stack and the rationale behind it. What are the non-functional requirements? How does the system scale? What are the bottlenecks? What are the performance standards and how were they derived?

If you could rebuild one thing, what would it be? What wakes operations up at night?

  1. Software development (3-4 hours with development managers, tech leads, senior developers, QA managers)

Walk through a typical feature from concept to production. What’s your actual methodology – not what the slides say, but what really happens? How long does it take to deploy a single line of code change? What’s your source control, branching, and merging approach? What slows you down most? Where do requirements break down?

What’s your testing philosophy and coverage? How much is automated? Walk through your defect tracking and triage process. What percentage of bugs are actually feature requests?

  1. DevOps & operations (2-3 hours with DevOps engineers, operations leads, site reliability engineers)

What’s your deployment process and frequency? How are releases managed from development through to production? What’s your infrastructure-as-code approach? How do you handle configuration management across environments?

How often do production issues occur and what causes them? What’s your incident response process? What monitoring and alerting do you have in place? Are you able to detect issues before they turn into incidents? What are your backup and disaster recovery procedures?

  1. Customer integration & support (2 hours with professional services, customer success, support)

What’s the typical customer onboarding timeline? What are the common integration challenges? Where do projects get delayed or derailed? What customization is typically required? What are the recurring support patterns?

Look for contradictions

Here’s what your assessment team needs to listen for: contradictory perspectives. This contradiction IS the diagnosis.

You’ll hear something like this:

  • Business says: “We want X but keep getting Y”
  • Technology says: “They ask for Y but expect X”

One company we worked with had product and engineering executives literally screaming at each other in meetings. Zero trust. Constant blame. The root cause? Their bonus structures were in direct conflict. Product was incentivized for feature velocity, Engineering for modernization and stability. Mutually exclusive goals.

Inside the organization it’s usually considered “unsafe” to discuss compensation openly. An outside assessment could say the thing nobody wanted to say.

Your assessors’ job during interviews is to listen for these disconnects. Note them. They reveal organizational dysfunction that manifests as “technology problems.”

Time-box this phase

You can interview people forever. Be mindful of everyone’s schedule. Diminishing returns kick in fast. Three to five days of intensive interviews plus document review gives you enough information. Don’t let this become a six-month anthropological study. 

Step 2: Problem statement – name what’s actually wrong

Take 2-3 days to synthesize your findings into a structured problem statement.

What to include

Current state analysis: What’s actually happening based on evidence, not opinions. Include key metrics like deployment frequency, incident rates, customer satisfaction, time-to-market.

What specific architectural, infrastructure, or tooling issues are preventing the system from meeting business requirements? Be concrete: database can’t handle reconciliation complexity, deployment pipeline takes 3 months, monitoring provides no visibility into failures.

Business impact assessment: How does the current state affect revenue, market position, customer satisfaction? What opportunities are being missed? What risks are accumulating? Quantify where possible.

Requirements vs. capability: Be specific about the distance between what business objectives require and what current capability delivers. Not just “we’re slow” – specific gaps: “cannot deploy in less than 6 weeks, business needs weekly iteration.”

Target state vision: What does good look like? What capabilities would enable business objectives? What target state architecture would close the gaps between current and required capability?

Example

For the financial services company I mentioned earlier, the symptom-driven  problem statement was: “We need developer enablement.”

The correct problem statement was: “Our development and release infrastructure has critical architecture gaps that prevent market responsiveness. No CI/CD pipeline means months to deploy a single line of code change. No automated testing or proper staging environments. Manual and siloed cross-team hand-offs add delay and risk. Inability to experiment with customer journeys, deploy competitive responses, or maintain system reliability creates existential risk to market relevance in a sector undergoing rapid digital transformation.”

There’s a big difference: one focuses on developer productivity. The other identifies the underlying technical infrastructure gaps that are creating the productivity problem – and connects them to business impact.

Step 3: Gap analysis – map the disconnects

Take 3-4 days to systematically evaluate gaps across your three dimensions.

Technology gaps

  • Is the architecture appropriate for your business scale and velocity needs?
  • How specifically are legacy systems constraining growth?
  • How is AI utilized and managed?
  • What technical debt is preventing innovation versus normal maintenance?
  • Are there security and compliance gaps?
  • Can the system scale to meet business projections? Where’s the ceiling?
  • What’s missing from your technical infrastructure? (CI/CD, monitoring, automated testing, deployment automation)
  • How does your current architecture handle failure? What’s your mean time to repair (MTTR)?
  • What data architecture issues are creating business problems? (accuracy, accessibility, reconciliation)

People/organization gaps

  • Do you have the right skills in the right places?
  • What are your key person dependencies – what happens when that person is unavailable?
  • Is organizational structure helping or hindering your goals?
  • Are team sizes adequate for velocity requirements?
  • Are incentive structures aligned or conflicting? 
  • Where are the decision-making bottlenecks?

Process gaps

  • Is development velocity appropriate for market needs?
  • How long from concept to production?
  • Are quality processes working?
  • Does deployment frequency match business requirements?
  • Is product management effectively translating business needs?
  • How long does it take to onboard a customer – is that acceptable?
  • Where do processes break down under stress?

Example

The media licensing company presented with a “scaling problem.”

The actual gaps we identified:

  • Technology: Data architecture couldn’t handle complex reconciliation calculations across multiple licensing agreements. No data integrity verification. No audit trail for payment calculations. Systems couldn’t reconstruct historical payments when contract terms changed. Missing data validation layer meant errors propagated through the system undetected.
  • Process: No process for communicating licensing agreement changes from business to technology. No validation that payments matched contract terms.
  • Organization: Business and technology teams were using different definitions of key licensing metrics. No shared understanding of data accuracy requirements.

The “scaling problem” was really: “Our business model requires payment accuracy we cannot guarantee. Data systems can’t validate correctness or handle retroactive adjustments. This threatens our licensing partnerships and regulatory compliance.”

Step 4: Prioritize using theory of constraints

Take 2-3 days to identify bottlenecks that, when removed, unlock the most value. Your prioritization should sequence the steps needed to reach your target state architecture, focusing first on constraints that block everything else.

Framework

Immediate priority (address now – putting current business at risk): System instability causing customer churn, security vulnerabilities creating compliance risk, key person dependencies creating single points of failure, process breakdowns preventing any delivery.

High priority (address within 3-6 months – measurably impacts success): Technical debt slowing all development, architectural constraints preventing scale, organizational misalignments creating recurring conflict, process inefficiencies causing consistent delays.

Medium priority (address within 6-12 months – supports growth): Technology modernization for future capabilities, process improvements for efficiency, team skill development, infrastructure optimization.

Save for later (12+ months or nice-to-have): Bleeding-edge technology adoption, optimization of already-functioning processes, features supporting hypothetical future needs.

For each priority, specify what change is needed, why this priority (business impact), resource requirements, dependencies and sequencing, success metrics, and risk mitigation approach.

Example

The financial services company prioritized fixing their development and release infrastructure first.

Immediate priority: build proper CI/CD pipeline with automated testing and deployment, replace fragile VDI with modern cloud-based development environments, implement proper staging and production environments, add monitoring and observability. This reduced deployment time from months to days.

Next priority: modernize the 40-year-old mainframe credit scoring model. Move to cloud-based ML application, enable real-time data integration, transform revenue funnel from months to minutes.

This prioritization meant results in weeks, not waiting for a multi-year modernization program.

Step 5: Align the organization

This goes beyond mere information transfer: the aim is to create a shared organizational reality.

The readout session

Present to all decision-makers and key stakeholders:

  • Executive summary: what’s actually wrong (not what people thought)
  • Detailed findings with evidence from interviews
  • Show contradictions you heard from different stakeholders
  • Prioritized recommendations with clear rationale
  • Roadmap: next 90 days, 6 months, 12 months

The goal is that everyone in the room hears the same diagnosis simultaneously. This breaks political gridlock.

The hard truth about internal assessments

Your team can execute this process. Again, the challenge isn’t technical – it’s organizational.

Political capital: Internal teams may know the root cause but lack authority to surface it. Saying “our incentive structures are broken” or “leadership decisions created this mess” can be career-limiting.

Organizational bias: It’s hard to see problems you’re embedded in. You accept the constraints and develop work-arounds that are viewed as solutions. The financial services developers knew the VDI was broken. They didn’t frame it as an “existential threat to market relevance” because that’s not their job to say.

Validation requirements: Sometimes you need an external assessment to give internal advocates ammunition. The edtech engineers knew the transformation failed. They couldn’t say it. Outside assessors could “say the thing nobody wanted to say.”

When external perspective becomes necessary

Sometimes an internal assessment process is not the right approach because, e.g.

  • Assessment might reveal uncomfortable organizational truths
  • Political dynamics prevent honest internal discussion
  • Leadership is part of the problem
  • Stakes are high (potential acquisition, major customer at risk)

If your assessment team lacks organizational protection to speak honestly, then you’re going to need external help.

The cost of misdiagnosis

Revenue constraints hiding in plain sight

The financial services company’s 40-year-old credit scoring model ran on a mainframe with deterministic rules: “Thou shalt not lend to anybody with a score under 750.” Making changes took 2-3 months.

This didn’t look like a technology problem on anyone’s dashboard. It looked like “conservative lending practices” or “market conditions limiting growth.”

In reality, their technology was capping their addressable market and preventing real-time responses to market conditions. When they replaced it with a modern machine learning application in the cloud, they transformed their revenue funnel dynamics from a cycle of months to minutes. They could now use real-time data like direct bank account history to make more nuanced credit decisions.

The constraint was always there, it just wasn’t recognised as a “technology problem.”

Missing opportunities for growth

A $200-300 million manufacturing and distribution company thought they needed “digital transformation.” But the real problem was that 80% of the business was running on AS/400 mainframe applications with dwindling expertise. Their growth was permanently capped: they couldn’t scale past current levels toward their $1 billion goal.

By the time you’re having the “we need digital transformation” conversation, you’ve often been living with the constraint for years. The question is whether you’re addressing it while you still have options, or after you’ve lost your anchor customer.

Failed solutions to wrong problems

The EdTech company hired a consultant to “make us agile.” The consultant removed old waterfall processes but never established new ones. They spent money, created organizational paralysis, made everything worse, and left.

Why? They started with a solution (“agile”) instead of a diagnosis (what’s actually preventing us from delivering?).

What problem do you actually have?

The real question isn’t “do we have a technology problem?” The question is: “What problem do we actually have?”

Is it really an architecture issue, or is it organizational dysfunction manifesting as architectural symptoms?

Is it an engineering problem, or is it misaligned incentives creating artificial constraints?

Is it a scaling problem, or is it data accuracy issues limiting your ability to meet fundamental business requirements?

Run this technology assessment before major transformation initiatives – before you hire someone to “make you agile.” Do it when growth inexplicably stalls despite adequate resources; when your best people can’t explain why simple changes take months; before you get the cancellation letter from your largest customer; or when different parts of your organization give you contradictory explanations of the same problem.

What you’re actually diagnosing

What you’re trying to find is the gap between what your business needs to accomplish and what your current technology architecture can actually deliver – and which organizational structures and processes are preventing you from closing that gap.

That gap represents revenue you can’t capture because systems can’t adapt. Markets you can’t enter because platforms can’t scale. Customers you lose because you can’t deliver reliability. Competitive position eroding because you can’t move fast enough.

Get the diagnosis right and you can prioritize the work that actually matters. Get it wrong, and you’ll spend years and millions treating symptoms while the root cause metastasizes.

To survive technological inflection points you don’t always need the best technology. But you do need to accurately diagnose what’s actually broken before you run out of time to fix it.
